    The IPM sequence turns on a decision made against a threshold, and a threshold requires a count. That makes scouting the load-bearing step rather than the administrative one: without it, prevention cannot be evaluated, biological control cannot be judged sufficient or insufficient, and intervention reverts to being triggered by whatever a grower happens to notice. The method is a systematic walk rather than an inspection.
